The City of East Point, Georgia is the first in the United States to pass an ordinance that requires an approved permanent escape ladder for all two and three story dwellings. According to Fire Chief Rosemary Cloud:

“Requiring permanent escape and rescue
ladders in upper story sleeping rooms will save
countless lives.”

This ordinance is designed to strictly enforce the National Fire Protection Association’s Life Safety Code which recommends that every room have two means of escape.
